Job Description:
Build the Resilience Database and Analytics
Resilience Partners offers various predictive-analytics product lines for infrastructure development. As a GIS data engineer in our projects delivery group, you will be a key player in helping to build our initial product line.
What you will own
- The build: stand up and harden the PostGIS environment (Supabase-hosted PostgreSQL 17), apply and own the reviewed schema, and manage migrations from there.
- Data engineering: ETL for licensed parcel and ownership data and free federal constraint layers (NWI wetlands, FEMA floodplains, USGS 3DEP slope, PAD-US, HIFLD, GNIS) — staged, validated, logged, with row-level provenance.
- Entity resolution: owner and party matching across parcels.
- Spatial computation
What done looks like (12 weeks)
An operational database for our initial study area. Week-by-week phasing exists; you'll refine it with us in week one. Potential to transition to full-time employment at end of consulting period and associated workflow.
Must-haves
- 4+ years professional experience with spatial data engineering, including strong PostGIS spatial SQL (buffers, intersections, overlays, GiST indexing) on PostgreSQL.
- Python ETL fluency: geopandas, psycopg2 or SQLAlchemy, requests; comfortable building staged, validated, logged pipelines, not one-off scripts.
- GDAL/ogr2ogr for shapefile, geodatabase, and raster wrangling.
- REST API integration and authentication (vendor parcel-data pulls).
- Cloud database operations: standing up, securing, and managing a production managed-Postgres instance (RLS, roles, backups).
- Data-modeling rigor: composite keys, append-only history, idempotent loads — and the judgment to push back on the spec where it's wrong.
- pgRouting or other graph/network analysis in production; entity-resolution / record-linkage experience.
- Parcel, land, energy, utility, or real-estate data experience; familiarity with NWI, FEMA NFHL, 3DEP, PAD-US.
- Supabase specifically; HubSpot or Make integration awareness; sensitivity to data-license terms and PII handling.
